Policy CD11 allows one storey under half the garden. A gym wants more clear height than most basement rooms. So the single storey is planned from the floor up. Slab, services and ceiling must all fit inside it.
Dropped plates and heavy racks need a tough floor. We build a reinforced slab with a resilient layer under the rubber. Mirrors go on flat, dry walls. Lights are set so no one lifts into a glare.
