The street decides the council. West and south is Kensington and Chelsea, under Policy CD11. East and the park side is Westminster, under Policy 50. Both allow one storey and under half the garden.
Westminster allows no more than 1.8m under the highway, with 900mm of cover. That limit shapes a long tank placed toward the road. We would turn the tank to run back into the house. Marble and stone finishes then need close moisture control around the water.
